No single safety measure is enough. The National Drowning Prevention Alliance recommends stacking these five protective layers to dramatically reduce drowning risk.

Pool Safety FAQs for Pool Owners

What are the 5 layers of pool protection?

The 5 layers are physical barriers (fencing and gates), pool alarms, active supervision by a designated Water Watcher, swimming ability through lessons, and CPR readiness. Using all five layers together significantly reduces drowning risk.

At what age should my child learn to swim?

The American Academy of Pediatrics recommends swim lessons starting as early as age 1 for most children. However, swimming ability does not make a child water-safe — always layer lessons with barriers and active supervision.

What is a Water Watcher and how does it work?

A Water Watcher is a designated adult who watches swimmers with complete focus — no phone, no conversations, no distractions. The role should rotate every 15–20 minutes to prevent fatigue. Water Watcher Cards help make the role official during gatherings.

What type of fence do I need around my pool?

The NDPA recommends a four-sided fence at least 4 feet tall, completely surrounding the pool and separated from the house. Gates should be self-closing and self-latching, with the latch placed high and out of children's reach.

Are pool alarms enough to keep my child safe?

No alarm is a substitute for active supervision and physical barriers. Pool alarms — surface, subsurface, or wearable — are an important additional layer, but work best when combined with fencing, Water Watching, and CPR readiness.

Where can I find CPR training near me?

The American Red Cross offers CPR and first aid courses nationwide at redcross.org. Many local fire departments, hospitals, and YMCAs also offer community CPR classes.
